GOVT. HOMOEOPATHIC MEDICAL COLLEGE HOSTELS
(FOR MEN & WOMEN) - KOZHIKODE
RULES RELATING TO HOSTELS

Accommodation
1). Hostel accommodation is provided in separate buildings both men and women. Students should live in the hostels unless exempted by the principal on the ground that they are living with their parents or guardians.
Administration
2). The hostel shall be wider the control of the Chief warden.
3). The principal will be ipso facto the chief warden of all the hostels.
4). The Warden's decision shall be final in the interpretation of rules and in all matters connected with the hostel. He shall in consultation with the college committee of management have the power to modify, suspend, cancel or add to any of these rules as exigencies occur.
Admission
5). Admission is ordinarily restricted to students of the Govt Homoeopathic Medical college, Calicut.
6). Students requiring accommodation should apply in the prescribed form with a registration fee of Rs 51- (five) which will be returned if the applicant is not admitted in to the hostel and credited to mess fund for crockery; etc; if admitted. Admission to the hostel is subject to renewal every academic year, with registration fee of Rs. 5/- (five).
7). Applications will be registered in the. order in which they received and rooms allotted in the order Applications not in proper form and unaccompanied by registration fee will be rejected.
N.B: The chief warden will have the right to refuse admission to any applicant without assigning reasons.
i) .

a) The registration fee will be forfeited if the student doe not occupy the room within a week of its allotment.
b) A limit number of staff members may be accommodated in the hostel at the discretion of the warden.
c) Members of staff of the college and hospital will be taken as members of the hostel -mess under the special rules approved by the warden. This can be obtained on application from the hostel office.

ii) Caution deposit
Each resident on admission should pay Rs. 100/- as caution deposit and 3 months advance rent at the time of admission. The residents have to pay the mess advance fixed from time to time by the mess committee &5% of the mess advance will be returned if the resident vacates the hostel within 6 months and 75% of the mess advance will returned if the resident vacates the hostel after 6 months
8). Discipline declaration:
Each student on admission should if he/she is a major sign a declaration in the form approved, if he/she minor, the undertaking should be given by the parent or guardian.
9). Allotment of room :-
Rooms will be allotted at the discretion of the chief warden/ warden. No request for change of rooms in the middle of the year will be entertained.
10).
 

a). Furniture: each resident will be provided with one shelf, one cot, one table, one chair without -arm and coat stand. One soiled linen box and one stool for which he/she should give a receipt and for the safety of which he/she shall be responsible.
Residents should provide their own bedding, box or trunk to lock things in.
b). Own Furniture: residents may supplement the furniture provided with their own, but only after obtaining the written permission of the warden.
 

NB: The hostel authorities will not be responsible for the loss of the boarder's private property.
11). Electric light: Rooms are provided with electric light. residents should see that the lights are switched off when they go to the sleep or when they leave the room otherwise a charge of fifty paise each time will be recovered from each occupant of the room irrespective of who, was responsible for the neglect. No resident is allowed to have additional electric fittings without the written permission of the chief warden / warden.
12). Room rent:- the rent for the rooms will be as fixed for each hostel from time to time. These rates will apply in the ease of members of the teaching staff also.
13) Electricity and water charges: The average amount will be arrived at per head for the effective payment electricity and water charges,.
14): Withdrawals:
Students passing out of the college or discontinuing their studies, or those desirous of residing with their parents or guardians will be permitted to leaving the hostel on application to the warden/asst. warden only at the end of the term and not in the middle of the term except on medical grounds approved by the chief warden/ warden. Students who are living in the hostel and who wish to reside outside with their relatives must produce a letter from their parents or guardians authorizing them to do so before leaving the hostel. On no account should they leave the hostel before they are permitted to do so by the chief warden/ warden.
15). Mess


a) There is provision for vegetarian and non vegetarian masses.
b) Before the first day of the every month the inmates of each mess shall (from among themselves) elect a representative who subject to the control of the chief warden/warden will see to the proper control of the mess, for the month. All complaints relating to the mess shall- be made only by the representative. The chief warden / warden shall have power to nominate one among the resident (inmates of the respective mess) until the representative is duly elected:
c) No inmate except the respective shall take meals in the messes to which he/she does not belong. Members are not allowed to change from one mess to another except at the beginning of the month. Such changes should have the prior approval of the warden-asst. warden.
d) The hours of the meals will ordinarily be:
Breakfast : 7A.M to 8:00 A.M
Lunch : 12 noon to 2 PM
Tea : 3.30 P.M to 5:3U P.M
Dinner : 7 PM to 9 FM
On previous intimation to the head cook meals will be kept after 9.30 p.m.
e) sick diet will be provided for members who are ill, on the advice of the chief warden/warden.
f) Extra meals will not be sent to the rooms of the members.
g) Members: are not allowed to take cups,: saucer, tumblers,
davaras and other utensils of the hostel their rooms under any circumstances.
h) Establishment charges: Each resident should pay establishment charges per head per mensem as fixed from time to time to meet the wages of cook and mess boys.
 

i) All expenses in connection with the engagement of the persons for running the hostel mess including the wages, statutory payments required under the minimum wages act and EPF act and similar laws in force shall be calculated in advance and the amount collected from the hostellers by the end of every month.
ii). The mess committee shall pay the workers. at the end of every month, and
iii). Clear all the statutory liabilities then and there.

Reduction of men charge will be granted to absentees subject to the following conditions.


a) Printed absentee slips which can be obtained from the office of the mess department now be filled and signed by the member who intents b absent himself / herself and handed over to the steward at least one day in advance.
b) A member is entitled to get permission only if resident has been absent for at least three days consecutively in a calendar month.
c). the rate of remission shall ordinarily be 75 % per day. If the number of days of absents : does not exceed seven consecutive days.
d) If the member has been absent from the mess for more than seven consecutive days, remission will be Wonted at the daily rate provided he/she has given previous notice of his / her absence.
j) The charge for extras such as milk, hot water and oil bath shall be fixed by the warden Assist. Warden from tune to time and duly noticed.
k) The extras taken by the numbers will be entered in book which will be open for inspection by the members. Any error noticed Mud be represented to the steward in writing not later than the succeeding day is the 1) The list of dues from members shall be put up on the notice board by the 7Th of every month. -Members shall be required to pay the same not later than the 15th of the month failing which the parent or guardian will be informed about the delay in paying the daft;
m) The ledgers -showing the calculation of mess dues will be available for inspection by the students for three days after the dues put up on the notice board Any error noticed in the calculation reported to the chief warden/ warden. Warden in writing before the expiry of this period, failing which no notice will be taken of such complaint.


16). Guests


a) No resident is. allowed to bring t guest into the hostel to may with him/ her without the permission of the chief warden/ warden. The number introducing the guest is responsible for all the charges incurred by the guest. Guests win be charged ft rates fixed Man time to time per day exclusive of mess charges and no guest shall remain in the hostel for more than three days, unless under exceptional circumstances. the guests will be charged in addition to the above rates a consolidated sum fixed from time to time for miscellaneous items for the full calendar month and should there be one or more vacant seats in the sections of hostel the guest will be treated as a regular member of that section of the hostel and be charged room rent in addition, according to rules. No guest who visits Calicut for purpose of litigation or for medical treatment shall be kept in hostel by its inmates.
b). No member may introduce more than one guest at a time without the previous sanction of the warden/asst warden. The guests shall not be transferred from one member to another.
c). The guest is subject to the rules and regulations of the hostel.
d). The chief warden/ warden shall have power to refuse permission to introduce into the hostel any person as a guest without assigning any reason.
e). The chief warden/ warden will maintain a register of guests in the following form and see that no guest is admitted unless his/her name is entered in the above register. The student who brings the guest will be held responsible for the proper filling up of the particulars required therein.
1. Name of the member who is the host.
2. Name of the guest with home address.
3. Date of arrival.
4. Date of departure.

17. Payment of dues.
 

a). All charges must be paid at the hostel office between the hours 11 AM to 4.30 p.m. Receipt in the usual form noting the details of charges must be obtained by the members at the time of payment after satisfying themselves as to the accuracy of the charges and the case of mess dues, after signing the register in their messes in token of acceptance. Any discrepancy must be brought to the notice of the warden/asst warden immediately and rectified. Mess charges for the month should be paid on or before the 15th of the succeeding month except for valid reasons approved by the warden/asst warden. A fine of six paise per day will be levied on all the late payment of any dues to the hostel. If the dues are still not paid before the end of the month during which they fall due the caution money will be utilized to meet such dues and the student will be asked to vacate his/her seat in the hostel. If however the student is willing to pay the accumulated fine till the date of payment, he/she may be allowed. to continue I in the hostel till such time as he / her caution money covers the amount of hostel dues together with the fines thereon. The fines, so collected will be credited to hostel funds.
b). Students leaving the hostel for vacation should pay up all their dues before they leave.
c). Room rent for the month will have to be paid in advance on the seventh of every month and in the case of an inmate joining the hostel in the course of a month, on the date of admission. For broken months the room rent will be charged proportionately subject to a minimum of one fourth of the month rent.
 

18). Medical aid.


Warden should be informed of all illness promptly. All ordinary and minor ailments will be attended to by the warden between 7 and 8 pm and no sick member shall remain in the hostel for more than 48 hours and he/she will be sent to the collegiate hospital for further treatment.


19). General discipline.


a) Member should keep their rooms scrupulously clean. Soiled things and clothes should be stored out of sight. Discarded rags and papers should not be thrown about in the rooms, terrace and premises. The rooms, doors etc should not be disfigured by writing, sticking hand bills, posters etc.
b) They should behave with restraint and decorum, shouting, reading aloud and other acts likely to disturb other inmates during hours of study should be avoided at all times.
c) An members are expected to be in the hostel before 9 pm (for rules relating to women see below)
d) They should sleep and work in their own rooms.
e) Members are not allowed to remove any articles of furniture, fittings, light etc; belonging to the hostel. Any damage to the hostel property shall be immediately reported to the chief warden/ warden. The cost of the damage should be recovered from the individual concerned. If the person is not traced, the members of the wing or flat concerned will be held responsible. In certain cases the member of the even the whole block or all the blocks will be made responsible. In case of wanton damage, in addition to recovery of cost of repair the chief warden/ warden might impose a suitable fine.
f). Members are not permitted to convene meetings of any sort anywhere in the hostel or its premises without the chief warden/ warden written sanction obtained on a written requisition.
g) No circular or subscription list shall be taken round except with the permission of the chief warden/ warden.
h). No member shall take active part in political meeting, processions or propaganda. Disregard of these rules will lead to immediate expulsion from the hostel.
i). Members are forbidden from ill-treating any of the hostel servants and should not have any dealings with servants.
j). Every member will report himself to the chief warden/ warden in writing at the beginning of each term or as-soon as possible after his/her arrival at the hostel and also at the end of each term or immediately before his/her departure. He/she will enter the dates of his/her arrival and departure in different books kept At the purpose in the hostel office. If a student does not report his/6er departure in writing he/she will be counted as a continuing member and he/she will be liable to pay all the charges in common with the other members. If a student who has not reported his/her arrival in the office is found by chief warden/ warden residing in the hostel, he/she will, in addition to the usual electricity charges pay a penalty of Rs. 1/- which will be credited to hostel funds. If a student, who has reported his /her departure, is found by the chief warden/ warden residing in the hostel he/ she will also be dealt with in the same way.
k) No student shall absent himself/herself from the hostel for any night without having previously obtained the permission of the chief warden/ warden. If a student finds it necessary to leave the hostel on urgent affairs and is unable to see the chief warden/ warden, she/he must before his/her departure, report the reason of his/her absence in writing to the chief warden/warden. The main gates of the hostel will be closed every night at 10 pin when a bell will be rung.
l). A11 correspondence regarding the hostel should be made through the respective warden.
m) Misconduct or breach of any of these rules of the hostel will render the liable to fine, suspension or dismissal

20).Punishment of hostel servants
 

In case of breach of discipline on the part of a hostel servant or any private servant who does not conform to the rules and regulations of the hostel, the chief warden/ warden may make suitable recommendations to the principal for necessary orders.


21). Ragging: Ragging in any form is prohibited in the hostel. Residents who indulge any such activities will be immediately be expelled from the hostel and the case will be reported to higher authorities for appropriate action.


22). Holidays.
 

a) The hostel will be closed during Onam and Christmas holidays. But the students working in hospitals and others with special permission from the principal can remain in the hostel during the holidays. Members will have to vacate their rooms for annual repairs, as and when necessary. Temporary arrangements will be made by the chief warden / warden for their accommodation.
b) All students, before going away for the vacation or otherwise must see that all their dues are paid completely before leaving the station. Members are strictly advised not to leave any money or valuable in their rooms. The hostel authorities do not hold themselves responsible for money or goods lost by students or their guests.
c) For the convenience of members who go home during the holidays, the Warden will arrange for the safe custody of their belongings during their absence at their own risk and the chief warden / asst warden will not be hold responsible for any loss or damage to any such property.


23). Tradesmen.
No stranger will be allowed within the compound of the hostel for carrying on any business. Licenses will be issued to responsible tradesmen,, dhobis, barbers, tailors, cloth vendors etc., on payment of a fixed deposit of Rs. 50/- as caution money, which will be returned to the concerned persons on their discontinuing their business in the hostel. Besides the above caution money, they will pay the following license fees in advance half yearly in October and April each year.
Tailor . Rs.5/- per mensem
Barber . Rs. 5/- per mensem
Dhobi . Rs. 5/-:per mensem
No unauthorised tradesmen will be allowed within the hostel premises.
A permit will be issued to each of these men on the payment of the above dues. If the original permit is lost, a duplicate will be issued on payment of Rs. 1 /-. Members are strictly prohibited from having any dealing inside the hostel with any business person except with such licensed tradesmen.


24). Special rules for women students
 

a) A11 students must return to the hostel before 6.30 pm unless they have obtained a late pass from the chief warden/ warden.
b) Late passes to return before 10 p:m can be obtained from the chief warden/ warden four times a month at the rate of one pass per week. Applications for late pass in writing should reach the chief warden/ warden by 1 pm from Monday to Saturday. No applications will be received on Sundays.
c) Visitors : visitors may be seen between 4 and 6 p.m. on all days of the week in the visitors room only. Every member shall, before seeing the visitor make the following entries in a book provided for that purpose:
1) Name of visitor and designation or address.
2) his / her relationship with the member.
3) Member visited shall sign her/his name below the entries recorded above.
Each such record of entries shall be looked into and initialed before the end of the day by the warden.
Any member wishing to see a visitor at any other times shall first obtain the permission of the warden
Men visitors may be seen in the visitors hall.
